Making Governance Systems Effective

Even if there are many international and national initiatives to develop systems for cost effective management of water resources, including water use and waste water handling, the water situation in many areas in the world is serious. Governance systems must be more effective to overcome the serious problems of scarcity and degradation.
Effective legislation presume enforcement and social acceptance
An effective and realistic legislation has to take different stakeholder perspectives into account, including upstream and downstream interests and impacts. What are the most important issues which should be covered by legislation for an effective and acceptable management of water? How should the enforcement be organised and compliance motivated?
Stakeholder and societal negotiation process
It is more and more recognized within the development community as well as within the community of water professionals that increased dialogue between business, government and the civil society is needed. How can true participatory dialogue be organized in order to get the best solutions? Which are the five main barriers and how can they be overcome?
Decision support systems that works in practice
DSS must be designed so that the users can apply them in their daily duties or in strategic planning. Many decision support systems exist but few, if any, are good enough to be used and accepted to get proper solutions for water related issues. What are the main obstacles? How can successful DSS be promoted?
