Progress on Financing Water Services

In 2000 it was estimated that to meet the Millennium Development Goals (MDGs) for water, financial resources would need to double. The World Panel on Financing Water for All (the Camdessus Panel) stressed that this would need governance reforms. Additional funds should come from a variety of sources, not just from government budgets or overseas development aid (ODA). This would require innovative financial mechanisms with increased focus on the sub-national level. The Gurria Task Force, reporting in 2006, reinforced this message. It stressed the importance of the municipal level and the need to give more focus to the demand side. Over the last five years financing water for all has clearly become a key issue for many and varied agencies, including the World Bank, Global Water Partnership, World Water Council and European Union Water Initiative, among others. Awareness on this issue has been raised significantly, but it takes time to convert ideas into actions – and time is running out for meeting the MDGs.
The workshop will explore the progress made and some of the innovations being adopted in different countries. It provides an opportune moment to take stock. Is the level of financing increasing and are new mechanisms becoming a reality? Is the finance and investment industry at both the national and international level stepping up to share the challenge with the International Finance Institutions?
