From World Lake Vision (WLV)
to Integrated Lake Basin Management (ILBM)

The seminar will introduce the on-going global efforts to address the difficult issues facing the world’s lakes and basins in dealing with the degrading trends of their water quality and ecological integrity, by introducing two key framework concepts, World Lake Vision (WLV) and Integrated Lake Basin Management (ILBM) based on GEF-funded Lake Basin Management Initiative Project (GEF-LBMI Project). The two concepts have been collectively developed with wide participation of national and international institutions, agencies and organisations dealing with lake basin management issues across continents. WLV Report was launched on the occasion of the 3rd World Water Forum held in March 2003 in Otsu, Japan. The follow-up initiative to translate WLV to actions (WLVA) has been pursued thence to produce World Lake Vision Action Report (WLVAR) ready to be distributed now. Similarly, the output of the GEF-LBMI Project was formally launched in October 2005 in Nairobi, Kenya. Through discussion at the 4th World Water Forum held in Mexico City, Mexico, the gradual refinements of the ILBM concept are underway.

This seminar will introduce WLVAR as well as the guiding principles of ILBM. While WLV will continue to be a driving force for developing broad consensus on realistic, achievable objectives for sustainable management of global lakes, practical application of WLV as linked to ILBM will be a major challenge for assessing the ongoing lake basin management situations and for bringing about sustainable lake basin governance. The case study presentations in the seminar highlight issues that relate directly and indirectly to the two conceptual frameworks.

The discussion in this seminar will form the basis for formal launching of ILBM as major driving force for improved governance in lake basin management in the 12th World Lake Conference to be held in Jaipur, India, October 29th through November 2nd, 2007.
