Water Supply and Sanitation: After Disaster and Conflict Situations in Fragile States

The protection and management of water resources and delivery of services, such as safe water and adequate sanitation, greatly impact a nation’s socio-economic development and the well-being of its citizens. Disasters and/or conflicts imply a disruption of daily life in societies whereby often basic services fail to function, adding to the stress such a sudden shock may impose on the lives of people. The challenge for the water and sanitation sector is to build and restore sustainable systems affected by disasters or conflicts as well as to reduce their vulnerability to future events. This is a challenging endeavour for any nation, but is especially difficult in so called “fragile states” - nations under reconstruction from conflicts or natural disasters, new democracies or exceptionally poor nations. At the same time, in some societies where the pre-disaster/conflict hygiene and sanitation situation was inadequate, the disaster itself has proven an opportunity to break with norms and introduce new measures and improved hygiene behaviour.
The objective of the seminar is to highlight lessons learned and discuss the reconstruction and management of water and sanitation services and hygiene behaviour after disaster response/conflict in fragile states. Particular focus will be on issues of political commitment, sustainable behaviour change, management and service provision.
