Mr. Carlos Diaz, CAF (co-opted)
Mr. Carlos Diaz is a Peruvian/Dutch national, an economist specialized in the water supply and sanitation sector. He is a Principal Executive Officer at CAF, the Development Bank of Latin America, where he leads the Water & Cities agenda within the Social Development Vice Presidency. He is based in Caracas, Venezuela, where CAF is headquartered.
Mr. Diaz has previously worked at the World Bank as a Senior Water and Sanitation Utilities Specialist based in Lima, his home city. He obtained a MSc in Water Service Management from UNESCO-IHE Institute for Water Education in Delft. Previously, he had worked at IRC International Water and Sanitation Center, and for Vewin, the Dutch Association of Drinking Water Companies, where he coordinated the European Benchmarking Cooperation (EBC Foundation), a platform for sharing best practices within the European utilities sector.
Since his time coordinating the EBC, Mr. Diaz’s work has focused on facilitating knowledge exchange between partners in order to boost performance improvement. Mr. Diaz’s current work aims to introduce best practices and lessons learned into the design and implementation of international projects focused on water and cities. This includes the design of policies and institutional setups with special focus on serving the unconnected poor in peri-urban areas.
